Well, there are auto bikes, and hand controls for people with poor ability to use a brake pedal and foot shifter. These people do exist - vets with shattered knees and the like - limited movement/endurance without pain but not necessarily strength, and in many cases have trikes. It's a very weird and likely much-abused niche legally, but it exists.

Just think about that season of House where he was riding the motorcycle around. He needed a cane but was still physically able to ride a motorcycle.

I wouldn't think that there is much incentive for abusing such a situation. If the only benefit is closer parking, it's not really worth it for the average motorcyclist as there is often motorcycle only parking that is almost as convenient.

Probably depends on the incidence of motorcycle parking vs. handicapped spaces and ease of obtaining the license. A lot of cities do have bike parking, but as a for instance, my local grocery has a lot of handicapped-accessible parking and nothing for bikes per se.
